According to the Sims Wiki, "Every single book in the home world is here, with the exception of recipes, bait guides, guitar compositions, and books from The Sims 3: World Adventures destinations. If a player gets their Sim to write a novel, when it is completed it will often appear in the library. This may not apply to flops.
Libraries attract Sims with the Genius and Bookworm traits. They have lots of bookshelves, and usually have computers where Sims can practice the Writing skill.
